Document Changes for each PTF/Upgrade

Documentation of changes are being made for each PTF or upgrade would be more useful then trying to figure things out from the HOLDDATA.   HOLDDATA is usually only available to the individual doing the SMPE work, not the end users.   End users have no idea why an upgrade is being done, even though the upgrade may impact reports, home grown jobs, etc.   An explanation of the what is being changed in easy to read documentation would make more sense to end users.   The developers at IBM/21CS should know why they are having a change made.
