Update SMF 30 records to show system values that relate to the data in the record.

I raised TS016225304 because when a Boost happens the SMF 30 interval records are terminated early so that they don't accrue information from different system configurations. You get one interval record for the period up to the boost starting, one or more for the duration of the boost then a new interval from the point the boost ends. Unfortunately, the record that is terminated early when the boost starts contains data from the system before boost happened but other values, such as the SUSEC come from after it has started making the data hard to use. IBM support have noted that, although this mixture of data is unhelpful it is working as designed so is not a fault. They suggested I raise this as an improvement idea. The idea is to provide a value that shows what SMF30SUS was at the beginning of the record as well as after it has been written out. A similar improvement would be to SMF30_BoostInfo field which should reflect the status of boost that applies to the data in the record rather than the state of the system when the SMF record was written out.

    Not the right group. The issue here is not related to IZPCA, but about the overall SMF-30 record vs how IZPCA is ingesting it.
