allow zd&t to orderly shutdown z/os on Linux reboot

when Linux reboot/shutdown is issued the emulator recognizes the signal and forces the emulator to stop immediately. Their should be a directive in the parameters file to allow the emulator to continue and let it be shutdown by SystemD service file which will orderly terminate z/os and then stop the emulator.

    Thank you for submitting this request. IBM has evaluated the request and has determined that it can not be implemented at this time. We are currently working on z/OS shut down. However, if you would like a Linux shut down, we encourage you to resubmit this request. This request may be resubmitted for consideration after 12 months from the date of decline. The request submitter will automatically be notified by email when the request qualifies for reconsideration and resubmission.
