Add retry logic for connection failures

I miss connection retry when the network is flaky.
1) when entering credentials for VM or zOS you validate credentials by connecting host. In case you get connection errors could you retry eg 3 times with 1sec delay before you raise an error. (in case of flaky network)
2) when the transfer of volumes from the storage server to zdt instance is interrupted due to network issues add some restarts of transfer (eg 3xtimes) instead of immediate deployment failure. Deployment interruptions due to network issues are annoying.

    This request may not be delivered within the release currently under development, but the theme is aligned with the current multi-year strategy. IBM may consider and evaluate any RFE Community feedback for this request through activities such as voting. IBM will update this request in the future.
