IBM has reevaluated the request, and has determined that it can not be implemented at this time or does not align with the current multi-year strategy. This request may be resubmitted for consideration after 12 months from the date of decline. Sorry i was pretty unclear on my initial comment, that RFE need further clarification :
In case of issue on the WebTools server, embedded database could become compromised and all definitions could be lost. In this situation, all the information about existing deployments and their status is lost, and there is no possibility to recover from the existing state.
We would need a way to help rebuilding the information stored in the database, related to the status of provisioned instances, after a manual setup of the WebTools server.
After an issue with WebTools, considering we can list and define manually all existing instance targets in WebTools, we would need a mechanism which recognizes the status of all targets (installed zD&T, IPL status and IPLed image if applicable), and updates the repository accordingly.

Can you please elaborate on your requirements? For request #1, we already have real time support for the emulator status in the latest version and would need more information for your second request:
1)Having a (real time) tool to report emulator status (started or stopped) , ZOS IPL status and the name of the deployed image on a specific instance.
2) Ability to update instance status on the webtool (manually AND with API) in a simple way.
