Fix of the issue where internal variables can be corrupted if a failure occurs during information transmission between GM-K and GM-R

Previously, there was a suggestion from the Development team that simultaneous initialization of GM-K and GM-R might corrupt internal variable information.

However, even if we were to avoid simultaneous initialization, it was found that there is still a possibility of a problem occurring if a failure occurs during information transmission between GM-K and GM-R. For example, if GM-R is started after GM-K has completed its startup (= after GEO3208I message are outputted by GM-K), and if some failure occurs on the GM-K during GM-R's startup, GM-R's internal variable may become incomplete.

If this issue occurs during a disaster, it may be necessary to recover GM-R from the backup.

Since it is not possible to avoid this problem through user operations, we request to make modifications to prevent this issue from occurring.

    After giving the request a comprehensive review, we have determined that we cannot include it as a candidate in an upcoming release because it won?t be pursued within our planning cycle.
