Have FCWITHDRAW check if volumes are online

When running a script to take a TESTCOPY, the first step is to do a FCWITHDRAW of the existing flashcopy.  If a system is active using this TESTCOPY, this will cause I/O errors and may cause the system to crash.  The TESTCOPY CAPTURE runs, but it performs a check to see if the volumes are online and if the system(s) did not crash, the script fails due to target devices being online - "ANTF0342E FLASHCOPY TARGET IN PATH GROUP - ONLINE TARGET NOT ALLOWED".  If the "TESTCOPY CAPTURE FC1" command can check if targets are online, the "FCWITHDRAW FC1" should be able to do that as well.  This will protect us from ourselves in case we forgot to shutdown the test environment prior to the script running.
