Provide an LCP volume validation health check to ensure all required volumes are replicated to the vault

In, for example an MM2 site with LCP configuration, it is entirely possible that when new disks are cut, they are added to the MM config and GDPS but may be missed from the LCP configuration side meaning that they are never captured in the vault.

We could do with a new health check or an extension of GDPS_CHECK_DEVICE that will check that there is a valid cascaded copy for each MM pair to the vault, with the ability to filter the check to exclude devices or LCUs that are know not to be part of the LCP config.

e.g.

Suppose that

All devices on LCU 1A on DS8K1 are simplex and to be excluded from MM and LCP checking via an  exclusion filter. This would be valid

All devices on LCU 2A on DS8K1 are in an MM relationship with  LCU 2A on DS8K2 which are then in an LCP GM session to LCU 2A on DS8K3, except for primary  devices 01-0F which are required for MM but are not required in the vault so are in a checking exclusion table. This would be valid.

All devices on LCU 3A on DS8K1 are in an MM session with LCU 3A on DS8K2. All except devices 70-7F are in a GM LCP session to LCU 3A on DS8K3. As these devices are not in an exclusion list, this should flag an error as we are missing the vault copy.
