Enable z System Recovery Boost for LCP Capture task in Kg, Kr, and LCP LPARs

Similar to HyperSwap tasks, it would be beneficial to have 15 minute SRB capability during critical GDPS tasks as these LPARs are often small in size. We could get additional zIIPs online as GPs during the processing.

    After giving the request a comprehensive review, we have determined that we cannot include it as a candidate in an upcoming release because it is not consistent with the product architecture and our strategy for future releases. The appropriate way to address this issue is by adding CEC resources. We will be conducting a future benchmark to identify the required MSUs for the LCP Mgr for various size disk configs.
