LCP Scheduler Improvements

In the current LCP scheduler implementation, there's no way to add additional actions associated with a capture (for instance a method to enable and disable alert message rules). As it stands, additional automation needs to be in place in order to detect specific messages in order to perform similar actions, relying more on automation products and teams rather than taking actions proactively.

In addition, there should be an option to have a scheduler stop time. In a production environment the scheduler is likely to run 24/7, but in test environments it's preferred that SGC captures are performed only during business hours as there are circumstances (such as IPLs) that might cause alert pages during a timeframe (ie while staff is asleep) that should be avoided. As an example, a SGC schedule in a development environment could be setup to captures between 8am and 5pm.
