Expand Safeguarded Virtual Capacity must be processed immediately

When you experience high increased (unexpected) changed tracks on devices, you can get into the situation having SGC CAPTURES FLAGGED AS PARTIAL.
To recover from/resolve the situation, you need to Expand Safeguarded Virtual Capacity for the device(s) involved.

However, the expansion is not processed immediately. It can take up to the duration of your safeguarded Copy policy's retention period to complete.
This means that as long as the (high) increased changed tracks situation maintains, a number of captures keep being flagged as partial causing us to fail to comply with the #days we should be able to recover from the cybervault.

For example

- Your safeguarded Copy policy's retention period is 7 days
- A sudden increased changed tracks leads to the captures for the oldest 4 days being "FLAGGED AS PARTIAL"
- The increased changed tracks situation remains active
- The increased changed tracks cannot be stopped or diverted to other device (Unmovable dataset)
- Expand Safeguarded Virtual Capacity will take 7 days to complete

Result:
For the duration of 7 days you will be in the situation where you only have 3 days of usable captures.
Next to that, it is only after 7 days the new increased capacity can be started to be used. So you need an additional 4 days to grow back to complying with the safeguarded Copy policy's retention period.

 Expand Safeguarded Virtual Capacity MUST be processed immediately. We can understand the already partial captures can technically not be fixed in current design, but increasing the capacity multiplier must take effect immediately so the #days/hours/time of usable captures will increase to your safeguarded Copy policy's retention period from the moment you increased the multiplier.

We know this needs to be fixed in the DS8A system itself, but copied https://ibm-sys-storage.ideas.ibm.com/ideas/DS80-I-333 to GDPS ideas because it is a blocking issue in LCP cybervault recovery processing and poses a high risk in not being able to recover to a valid capture.  Therefor marked as urgent.
