Improve problem detection and system responses that allows procedures to respond timely to problems

a) the STCs must internally check in intervalls for misconfiguration and/or error-situations like:
- the web-components for STC AZF#IN01 are not available (e.g. because they are not mounted or accidently deleted or moved*) -> this would cause at the moment all OoB-authentications to fail, but fallback would not
be possible because the STC is active.
- a remote system (e.g. Radius- or RSA-Server) does not respond properly (or not at all) to an authentication request. A connection is created successfully but the request is not answered (in a timely fashion).

and produce meaningful WTO - messages for these error situations that allow a fast response from operating or from automation procedures.

b) for error situations (that impact specific factors and/or the method Out-of-Band) that can be identified unambiguously the fallback option must allow the users that are configured
for "pwfallback" to logon in the "classical" way !
