Modify Netview IFSTAT clist to limit stacks

The Netview IFSTAT clist queries the TCP/IP on all stacks running on the system. However, the clist provides an option to limit the display to a specific stack. However, the clist queries all stacks even when a specific stack is specified. This causes a problem when other stacks are not configured to support SNMP queries. The IFSTAT clist experiences unacceptable delays and overhead trying to query the stacks that do not support the SNMP queries that are invoked by IFSTAT.

There should be a method provided for customers to configure Netview to bypass stacks that do not support SNMP.

    Removed dependency on SNMP for IFSTAT command (CNMSIFST sample). Delivered in NetView v6.4 in June 2022.
