Update SCNMLNK1 member ISTIECCE to tolerate supported versions of NetView

Providing the ability for new versions of NetView to tolerate supported versions of ISTIECCE (and perhaps ISTIETMN?) would allow significantly higher availability for VTAM users. 

Per Communications Server documentation: "Because VTAMLIB is opened once during VTAM initialization, the table is not accessible until VTAM is halted, restarted, and VTAMLIB is opened again.

Per NetView Installation and Migration Guides: "Using an earlier version of the ISTIECCE module or not having this module in the correct library can result in status monitor initialization failure or other unpredictable results."

Stopping VTAM to ensure the correct level of ISTIECCE is available for NetView status monitoring is quite a disruptive task, potentially affecting a large number of users, applications, and/or subsystems, such as CICS, DB2, and IMS. While the Migration guide provides the topic "Migrating without Restarting the MVS System", there is no mention of (optionally) restarting VTAM if/when status monitoring is enabled. 

Allowing NetView status monitoring to tolerate older versions of ISTIECCE with the understanding new functionality delivered in that area would be unavailable until the next IPL or restart of VTAM would be extremely appreciated. There are times when upgrade schedules and IPLs do not align.
