Add IBM NetView REST Server to IBMSAMP PDB

To expedite setup from the NetView REST server and avoid error-prone steps, it would be very helpful to provide sample definitions in the IBMSAMP PDB supplied by SAz during installation.

E.g. that the customer shouldn't use add a sepcific AUTOFN Function to this tasks, because if you were adding for example the AUTOREST you get several errors during startup like command server is not active and so on.
