Enhance Python API zsystem.read_console to use OPERLOG

The current capability of the Python API only captures the syslog of the system that the API executes on. If a user wanted to automate some function / task that required capturing messages from the console in a sysplex environment that contains multiple zOS systems, the API would need to be executed on every zOS system. For example if you wanted to capture the system messages for some event and because of the sysplex / jesplex environment, that event / task would run on any of the available systems in the sysplex. If the Python API was enhanced to provide messages from all the systems in the sysplex (operlog), then the Python API could be executed once and/or not require some additional logic to first determine which system the messages were written to.
