Properly support JES2 command characters other than $

Many shops outside of the CCSID 37/1140 usage zone use characters other than $ for their JES2 command character. In the past, I worked in a shop that used a full stop (.) as the command character. ZOAU uses $ exclusively, making it impossible to issue JES2 commands from scripts. There is an undocumented environment variable that allows an override, however this is impractical. 

ZOAU should access the primary subsystem chain and get the command character from the JES2 $HCCT, and do the equivalent for JES3. It should also provide a command line option to override to work with secondary JES2 subsystems. 

The lack of supporting command characters other than $ is a significant barrier to ZOAU acceptance outside the US/Canada
