Enable create for a sequential extended dataset to take advantage of pervasive encryption

It was recently found that even though we were passing a DATACLAS that specified EXTENDED attributes, ZOAU appears to be overriding it and it was still landing as a BASIC or LARGE dataset type. We had tried multiple combinations and research before opening a case with IBM to see if we were doing something wrong or if there is a gap in the datasets.create function.

IBM confirmed that there was not a way to get an encrypted sequential dataset and we would have to employ some work arounds. Given the prevalence for encrypting nearly everything these days, we need to have tools like ZOAU be able to take advantage of Pervasive Encryption in a way that doesn't involve extra steps.

Please ensure that ZOAU is capable of allocating datasets that may meeting the requirements for Pervasive Encryption.

    zOAU is overriding the Extended Format attribute in the DATACLAS. It should honor that when allocating a file.
