Restricting the Multiple Signon to CICS Regions using z/OS Explorer

Due to security standards, most companies tend to restrict the number of signons to 1 from any user to any one of the CICSs at a time. This can be achived by using the SNSCOPE=CICS SIT parameter for the CICS regions including WUI & CMAS adress spaces when IBM Personal Communications (3270 Emulator) is used. 

However when using IBM Explorer for z/OS for connecting to CMCI JVM in WUI region, SNSCOPE=CICS parameter does not restrict the number of singons for a user.  It seems the z/OS Explorer isn't seen as a terminal for the purposes of SNSCOPE. So, one can singon multiple times using the same userid from different virtual machines. There should be a way to restrict the number of signons to CMCI JVM using IBM Explorer for z/OS.
