This requirement has been re-assessed. It is not likely that this will be implemented in the next 12-24 months and so it is being declined at this point. The requirement will be kept in the RFE system and might be reassessed in the future. You also have an opportunity to resubmit in twelve months' time if you wish it to be reconsidered then.

Thank you for taking the time to suggest an enhancement to our product. Many of our product enhancements result from feedback from our customers, so your input is always very important to us. Your request is currently inline with our product strategy and we have planned it for a future release of the product. Thank you for your suggestion and continued support.

Currently you can copy a sequential data set and perform a subsequent paste on "My Data Sets". You will then be presented a dialog to provide a new data set name. Once the name for the new data set is provided and OK is pressed, the new data set is allocated like the original and the data is copied from the old data set to the new data set.
Does this scenario provide you the results you are requesting? If not, please provide a more detailed description of the requirement.
