zOSPT - Remove hardcoding requirement for DFH_STC_ID

Currently, it is required to hard code DFH_STC_ID in the CICS properties file. Meaning that all CICS regions provisioned would use same STC ID.

In our environment our standards are that the CICS region APPLID matches the STC ID. Therefore, the name changes with every region that is provisioned. The hardcoding in the properties file means that we had to work around this requirement by changing the CICS workflow to override the parm.

We would like the ability for the STC ID parm to not be hardcoded, but instead be pointed to the SNA APPLID variable. So that it can dynamically be assigned with each region.

    This idea is addressed by z/OS Provisioning Toolkit 1.1.6.2 which is now available.
