Allow parameter file ing.adapter.jlog.properties to be customizable in the DIRC directory.

I have set up the End-to-End Automation Adapter to be able to talk to Service Management Unite and ultimately to automate non-z/OS applications.

When the INGXADPT started task is running I noticed that, as well as fully documented ports, INGXADPT is listening on port 9992. I could not find any reference to this in the IBM Z System Automation 4.2 manuals. I opened case number TS011847376 to find out why INGXADPT was listening on port 9992.

It is related to jlog and can only be changed in the DIRI directory. We do not need this for the E2E Adapter.

We really DO NOT want the adapter to be listening on port 9992 or any port as we will not be using this optional feature. It is a security risk to have a port listening that will never be used.

However, we also do not want to add the jlog.noLogCmd=true (as suggested in the case) to the ing.adapter.jlog.properties file in the DIRI directory.

In our view any changes should be made in the DIRC directory.

We do not want to change anything in DIRI as this is supplied code/parms that could be overwritten by future APAR/PTF maintenance.

The solution would be to look for the ing.adapter.jlog.properties file in DIRC before DIRI in the same way that many other properties files are processed.

(Documentation could also be better for jlog in general but also when it should and shouldn't be used and all parameters).
