Have INGREQ CANCEL complete when Resource returns to SATISFACTORY state

Currently if an APG has the status AVAILABLE SOFTDOWN where all of its APLs within it are SOFTDOWN and then a STOP vote is put on the APG. When there is an INGREQ CANCEL to the APG Stop Vote, this will give a bad return code, even though the APG is in SATISFACTORY state after the cancel of the vote . This errors TWS System Automation Operations. CSONLY is set in this case. The idea is to have successul return codes for all INGREQ commands if the resource returns as SATISFACTORY. Currently this is fine for INREQ START/STOP just not for CANCEL
