Reduce the disconnect time for BCPII.

I'm not sure whether this idea is in the right workspace. I could also imagine it in the GDPS or CEC workspace.

When a switch from the primary SE to the alternate is necessary today (e.g. for an MCL update or reboots), this lasts about 20 minutes. During this time, the BCPII interface of a CEC is unavailable, meaning that any event requiring BCPII support (e.g. CBU) will also be unavailable. In my opinion, this shouldn't be the case, because the SEs within a CEC form an HA cluster (see chapter 10.2.2 of the Tech Guide). But is it really an HA cluster if it takes up to 20 minutes to switch to the alternate SE?

Why don't you build a real HA cluster for SEs that switches between SEs in 1–2 seconds rather than 20 minutes?

I know there is an enhancement that can block reboots if there are active tasks running. But what if an event occurs while the switch has already started?
