Enhance INGIMS to not exit panel when bad values are entered in a field. Improve validation while staying in the panel.

Entering INGIMS presents an operator panel where one can fill in target IMS, IMSPLEX, commands, etc .  If one enters an invalid value, such as point to an IMS on the wrong system or a typo on an invalid IMS or IMSPLEX name etc, one is bonced out of the panel to the NCCF screen where an error message is displayed.  Ex.  ING006I THERE IS NO RESOURCE IMSX
Instead one should issue an error message within the panel and allow one to correct the field.  This saves operator frfustration and lost time, rertyping all the fields.
