Build pre-defined SA sample policy to handle specific Omegamon situations

SA sample PDB MTRs, along with sample Omegamon situations for handling such things as the following:
CPU 100% plus x number of jobs not getting CPU
Jobs swapped out, taking no time with no valid explanation
 

Add documentation on how to build additional MTR for performance alerting/automation in SA.

Things like this would help customers learn to exploit the SA-Omegamon APIs

    Inclusion of a pre-built KO41041I AT statement (originating from ZOSWTO) to do the parsing "heavy lifting" would be a nice accompaniment to a sample policy.
