Enhance INGTIMER to add more CHRON-related functionality

INGTIMER enhancements that are available in native CHRON

Support multiple days of the week Ex.  MON,WED,FRI or better a range like MON-SAT

dayofweek - support use of instance in a month.  Ex.  SUN (2ND)  indicates second Sunday of every month

dayofweek - support 'NOT' to exclude one or more days.   

Add Days-of-the-Month - Days of the month functionality as supported in CHRON DAYSMON

Add ability to reference a Calendar (DSISCHED DSIPARM member)  as supported in CHRON (CALENDAR=)

These functions will reduce the amount of effort by the automation team and confusion by operators, as well as the number of timers that need to run.
Ex. 
Multiple timers needed when same command must run Mon-Sat or Mon, Wed, Fri                  <=== We have many cases of this
Must use native CHRON when needing to use CALENDAR function
Must use native CHRON where a particular day of the month, such as 2nd Sunday of every month.
This would also make it easier to identify timers associated with an application.  Today, we require a mix which creates confusion.
Fewer timers to view means less to scroll through and helps avoid confusion.
