INGDATA only run INGMATCH when values have wildcards

While investigating CPU issues with INGDATA I edited INGRVST0 exec to add netlogging for each internal subroutine. This shows that it is calling Aof_Examine_Filter for each item returned by the AM. This in turn calls INGMATCH for every job in the JOBNAME list. This is resulting in a 1000's of INGMATCH calls (number of JOBNAMEs multiplied by number of resources returned by AM). I subsequently updated INGRVST0 to only run INGMATCH if the jobname token has wildcards. If it doesn't have wildcards then a simple REXX compare works which is more efficient. I have done this the same as other IBM execs by using the VERIFY command e.g. AOFRVTA2.

This has significantly reduced the CPU usage of INGDATA. This shows an obvious improvement that can be made to this exec.
