System Automation AOFRSD0F incorrectly reports active tasks after JES2 has terminated

During JES2 shutdown processing, AOFRSD0F incorrectly reports that tasks are still active even after JES2 has already terminated cleanly. AOFRSD0F continues to detect one or more tasks as active and issues AOF564A intervention messages, prompting unnecessary operator action. This behaviour is misleading and does not reflect the true state of the system.

After JES2 shutdown has completed, AOFRSD0F issues:

AOF564A 11:11:53 : JES2 SHUTTING DOWN - TASKS STILL EXECUTING - OPERATOR INT
AOF564A 11:11:53 : TASKS...
AOF564A 11:11:53 : HWIBCPII

AOFRSD0F should verify whether JES2 is still active

If JES2 has already terminated, AOFRSD0F should:

End gracefully
Suppress AOF564A “tasks still executing” messages
Avoid unnecessary operator intervention
