Keep Status Messages (Halted, Breaking, Broken, Abending, Abended) of resources over UP-Message(s).

Allow threshold processing to issue commands for INFR, FREQ, CRIT during Startup-process

Simular to MTR-resources allow to issue commands if Threshold Status is changing beetween Normal, IFR, FREQ and Crit state.

    after internal review the implementation of a new feature for your request seems complex.
    Our questions:
    1) Are the mentioned status messages recorded in the status file as minor resources?
    In this case CHKTHRES would output a message indicating that the threshold is exceeded. This message itself could be automated to issue a "threshold changed" command
    2) If the messages are recorded, are they cleared at successful start or stop of the resource (we do this for instance for INGALERTs). Do you want to keep them, per PDB, resource, message?
