Add the support for DBCS on SMU

Our customer is using System Automation SDF(NetView NCCF) to display the important message which includes DBCS characters.
Messages in DBCS are required to display on SMU monitoring panel after migrating SDF to Service Management Unite.

    Here is CLIST to issue the message, DBCS message on NCCF (perfect message), DBCS message on SMU (broken message) and E2E adapter trace.

    Thanks for the RFE submission. I looked in the mentioned case. However. do not really find information what excatly is not working. Can you pls. provide screenshots of the SDF messages in Kanji as you see them on the trad. 32to screen - and how they look on the SMU screen, where they are not shown up correcly?

    In addition I would like to get the traces of the E2E Adapter that provides this information to SMU. I want to see what data is actually sent by the adapter.
