System Automation - Handling Long-Running Enqueues improvement

As IBM recommended, the IBM System Automation's Handling Long-Running Enqueues (ENQs) function was enable in order to determnine a contention problem on RACF Databases getting a dump of the holder of the resource. The objective of the RFE 87447 is to alert (by RACF or GRS) when a RACF DB contention happens and it was submitted to IBM on 26th April 2016.

So, the System Automation implementation was enable and tested to alert when a RACF DB contention happens, but it doesn't meet the Itaú's needs because of the following two limitations of the current IBM System Automation design:

- The minimum contention time to take an action is 30 seconds, and this time is considered high by the Itaú team. It is very important to have a parameter to set up less than 30 seconds to take the action;

- There are only two available actions to be taken: DUMP/CANCEL or CANCEL the holder at the resource. It is very important to have a third action: just to generate a DUMP (without canceling) of the holder of the resource with a message at syslog describing the detais of the contention.
