Need SA to re-establish hardware connections without recycles

There are numerous occurrences where the BCPII and Hardware connections to the Z environment have failed, either due to an operator not suspending the connection or due to a Hardware failure.

When this occurs there is no current ability to redrive this connection besides recycling the Netview that SA resides on.


Since these connections can be disrupted for numerous reason we need the ability to redrive this connection without taking a full outage to automation.
