APG desired availability NONE

We require a new Desired Available setting for APGs of 'NONE' - i.e. the group doesn't have a 'Desired Available' value and would use the 'worst' status of its members as its Compound and Observed status's.

This would mean the group could be ACTIVE to propagate any requests/votes against the APG to its members, but when there are no requests/votes against the APG, the members use there own defaults.

This has 2 benefits;
1. We can control the default APL availability at the APL (which also means ONDEMAND settings for APL's will work).
2. The Groups Status would be SATISFACTORY if all its members are SATISFACTORY (which gets rid of the APG status issues).

For this to work, I think the SYG would also have to have a desired status of NONE by default.
