Prevent a task from coming up in another system until it is completely down in another system.

This request is to prevent one of the applications that we are running from unecessary being flagged as broken by allowing SERIAL Move Mode specification in a SERVER group.

SA automatically starts a member of a SERVER group in another system when it receives a MAKEUNAVAILABLE request from a system that is being IPL'd. SA does that to meet the defined availability target level which in this case is 2. In most cases that is just fine but the problem is we have one application (CADCOM) that checks how many instances of itself is running and if it senses that there are more than two of itself running it abends the third one prompting SA to flag it as broken in that system. CADCOM takes far longer time to shut down than it does to start up so it always get broken first in all the systems in the plex before it completes the shut down.
