New System Automation Policy Report for Runtokens

System Automation had RUNTOKENS introduced with release 3.4. However, there is a need to visualize which RUNTOKENS exist for a system and which APL's have which RUNTOKENS currently assigned.
This should be done as a Policy Database Report.
This is to avoid a tedious or cumbersome browsing through Application Info of every APL defined to search for RUNTOKENS.

    Rather than a specific report for just runtoken, can a more general report/search tool be provided to list all entries that have a specific value in a field, or any value in a field?
