provide linkage between CIS safeguard and zSCC control for better traceability

LoB users and auditors are typically familiar with the regulation side i.e. looking from that perspective. They are interested in seeing / tracing the mapping towards the zSCC goals.

Currently for the CIS profiles zSCC provides linkage to the corresponding CIS Benchmark document sections, but not further back to the corresponding CIS safeguard (which is present/explicitly mentioned in the CIS benchmark document).

We'd like to have further traceability zSCC goal -> CIS Benchmark control ID [currently already there] --> CIS safeguard [currently missing]

This would allow users to gain further traceability / enhance usability and acceptance of zSCC.

    Referencing (one or more) underlying CIS safeguards is an important step for automated use of compliance reports. Keep in mind that CIS frameworks also have a version number (currently version 8.1).
