Allow more date formats with the DATE$STR option to print a string when the date is missing

When you print user profiles, and the user never logged on or never changed their password, zSecure leaves the date field blank. For some audit reports, this is undesirable, and "never used" and "never set" are better values in the list of dates.

For this purpose, the DATE$STR format was invented, but this only works with the European oriented DATE format. Some customers really want USDATE or $DATE formats for all their dates. Unfortunately, DATE$STR does not support other formats.

Change DATE$STR, it should accept another date format in the same field, e.g., change it from a FORMAT into a FIELD MODIFIER.

Better still, add a generic method to supply a configurable text string to a field, when the field is missing, for example, through the CONVERSION command/modifier.
