line command to merge RACF groups

in a role-based admin environment, sometimes roles are combined/merged. The PERMITs for these role groups have to be merged, such that the highest access level of each role is used.

The COPY GROUP option (RA.4.1) and the C line command in RA.G overwrite the access level in the target group with any value the source group may have, even when they are the same or less than the target, thus generating unnecessary commands and even potentially disrupting legitimate access.

We need an option on the COPY GROUP functions to "merge these groups" or "permit highest access level", because the current process involves running RA.3.G first and manually generating commands for each difference where the source group has more access than the target group (especially since RA.3.G does not generate commands).
