Implement a delay before querying a zCentric agent after the workstation became active

When a zCentric workstation goes from Offline to Active status, the controller immediately queries the agent to retrieve the status of the jobs. If the agent does not know the jobs requested by the controller, the latter sets them in UNKN error. If the agent is still initializing when the controller executes the query, then the agent might reply that it does not know the jobs even if they are actually present, and the controller would immediately set them to UNKN error. At the end of the initialization (and in any case after the jobs are actually finished), the agent would send notifications to the controller to inform it about the real outcome of the jobs, but these jobs would already result in errors on the controller, creating potential misalignments. ### Expected behavior ### It would be nice to introduce a delay between the moment in which the workstation returns to the Active status and the moment in which the controller executes the query towards the agent, this way it would be guaranteed to the latter the time to complete the initialization, send any notifications, and provide a consistent response to any query. The value of this delay should be configurable in the controller EQQPARM.
