NOPs in AD should be 'not in CP' selectable by customer

The NOPs in Application Database (at AD level) should be flagged for 'do not come into Current Plan' by customer, so that the NOP is not taken over in CP by ExtendCP or Replan daily planning (and ModifyLTP?) jobs. Dependency resolution must be handled by daily planning.

Use case:This could be realized global by a BATCHOPT parm like TONOP(YES|NO) (with YES as default) and/or on an OPerations base with an additional field in the appropriate dialog panel. If left blank in the panel the global setting could be the default value!
