Achieve multi-tenancy support for the sendmail definitions (alert conditions and text)

As the need for a multi-tenant system with TWS grows in significance due to the decentralization of work across various groups within the company, having a mechanism to separate sendmail definitions (alert conditions and text) among different authority groups/owners within the product becomes highly beneficial.

I propose two distinct solutions:

1) Establish a new database object for alert conditions and texts, secured by the respective authority groups.

2) Offer a user exit, similar to exit 2 for reading the members.
