Make it easy to find the scripts needed to create the DB2 history database on a non-z/OS platform (UNIX, LINUX,WINDOWS)

Currently, the DB2 history file definitions for a database on z/OS DB2 are provided in SEQQSAMP while the skips needed for the other platforms are only available in a CD image (ISO) that can be obtained by ordering the zWS product via SHOP z SERIES  .  This can be difficult and time consuming, and is not even possible for anything other than the latest release of zWS, since this is the only one which can be ordered via SHOPZ.   It would be better to have these files provided via the SEQQMISC or SEQQDATA files or to put the necessary files on FIX CENTRAL.   Currently for 10.1 the file needed from SHOPZ is LCD7796901 IBM Z WS 10.2 TEP Int Agent Re fea.
