Eliminate the TEMPORARY operand of parameter SSCMNAME as it is not necessary and causes many problems

Currently the SSCMNAME can be coded as (EQQSSCMx,TEMPORARY)  or (EQQSSCMx,PERMANENT) where x is a subsystem suffix (for instance letter O for 10.1 release).  However it is not necessary to have the TEMPORARY option as to go to the different release the parameter can be coded with the PERMANENT option and to go back to the original release, the parameter can be coded again with the PERMANENT option). SETSSI commands can also be used in place of the BUILDSSX and SSCMNAME parameter but this is not documented.

There is very old documentation (APAR PN81472 from 1996) which says: the PERMANENT keyword is used,    you must provide a STEPLIB DD statement identifying the     
   library from which the EQQSSCMx module is to be loaded.     (Even when the load module is in LINKLIST).  It is not clear why this is necessary and it makes it more difficult to  code SSCMNAME, as JCL changes may be needed.
