Allow TWS to cancel jobs it has submitted early

There's a new feature to allow TWS to submit jobs early to the systems, however as soon as it does then if a decision is made to not execute the job it needs to be done on the system, which would require giving additional RACF access. It would be preferable to be able to cancel the job (assuming it's not yet executing) from within TWS. This would allow the additional functionality to be implemented without requiring RACF access to cancel the jobs. 
It would also be great to be able to have a different status from "S" for jobs that are submitted but not yet released. 


This issue was discussed with Marco Cardelli at the virtual GSE conference 2024.
