Change IWS Reporting of User Abends as Hex Values to true User Abend Decimal Values

User abends are often bigger than 3 numbers and error codes in IWS are 4 digits. The first digit for a User error is "U" to show it's not a condition code, but now there are only 3 digits for a 4 digit code. So, IWS turns the decimal number to a hex number to fit it in.

Example:  User abend U777  is reported as  U309.      User Abend U4095  reported by IWS as  UFFF.

    An end-user can look at the actual job output and see the true U**** abend code.  However, with how IWS is reporting this U*** abend, it's misleading and end-users should not have to do a hex-to-decimal conversion on the code reported by IWS.   IWS should be able to report the correct decimal code.
