Extension of the event filter exit regarding IJ1 events

This idea is useful in environments with 2 or more zWS controllers or in environments with a local zWS controller and remote controllers having zWS trackers on the the local system.

Today you can use the event filter exit EQQUX004 to filter the EXR events A1-A5 based on filter criteria on the job name. So no unwanted EXR events are passed to the controller. But the EXI events IJ1/IJ2 are still passed to the controller. So it would be useful to have the additional possibility to get rid of these events on tracker side to improve performance on controller side and avoid EQQE055W messages in the controller MLOG. It should be possible to activate / deactivate this filter separately on tracker side, so there is no impact on existing event filters EQQUX004.
