DYNAMICDEL(YES) should be default and warning message needed if EQQCXDS is too large

As mentioned in the Customization Guide under the DYNAMICDEL parameter:
Note: It is strongly recommended that DYNAMICDEL(YES) be specified by all
users who use significantly the dynamic addition of special resources. If the
records dynamically added are not deleted using this feature, the size of the
dataspace continues to increase in time with an initial performance
degradation that worsens until the space available is exhausted and the batch
job terminates with Abend 01D."

It would be better to have DYNAMICDEL(YES) be the default and proactively prevent the S01D abend.

    This requirement cannot be accepted because to change a default value of a parameter can be dangerous for other customers. Perhaps we can consider in the future the possibility to add a command to perform the deletion of the resources dynamically.
