Improve SUBMIT trace and allow a tracker to have multiple submittors (instead of deploying multiple submit-only trackers

In this case through a combination of JCL DEBUG and SUBMIT traces it was seen that a tracker was overloaded (needed to submit over 7000 jobs in a 10-minute period and was only able to submit around 6300 jobs. It would have been easier to see if a message were issued indicating the size of the submit queue for the tracker at some interval or when a treshhold value is exceeded. Also the recommendation to alleviate the problem is to add additional submit-only trackers however it could be easier to configure if a single tracker could have multiple submittors instead of having multiple trackers with a single submittor (similar to a datastore task having multiple writers (NWRITER parameter of DSTOPTS).
