Syncron processing of user-defined Workstations (EQQUX0099

User-defined workstations are currently processed asynchronously. The workstation analyzer identifies the operation to be submitted and performs these actions:
1.queues, asynchronously, a submit request to the Data Router task
2.updates the current plan to record the submit request and the operation status is changed to started to indicate that submission is in progress
The External Router task receives the submit request from the Data Router task and calls the EQQUX009 to submit the job to the user-defined destination.

If the Data Router/External Router receive the stop command before handling the request, the operation status remains in started.
Since the current WSz design does not include a synchronization mechanism for user-defined WS, the job status cannot be recovered when the controller is restarted. To avoid such a situation we had to create a Workaround.

Request:
For user-defined WS the asynchronous mechanism should be replaced by synchronization mechanism.
